[telecom/SettingsProvider] specify user ID when using Settings.Secure.get* methods

This CL is a no-op. This is one of CLs created to remove non ForUser usages
in system_server. The goal is to enforce code in system_server to always
use ForUser methods and specify user ID, otherwise it might use settings
values for user 0 by mistake.
