Resolve BluetoothRouteManagerTest failures

When the callAudioCommunicationDeviceRefactor flag is enabled, the
testConnectLeftHearingAidWhenLeftIsActive and
testConnectRightHearingAidWhenLeftIsActive tests were failing. They
weren't accounting for the state of the
CallAudioCommunicationDeviceTracker class in this case.
