Process intent immediately for primary users.

- Change process outgoing and incoming intent methods in CallReceiver
to package-level visibility.
- Call directly instead of sending broadcast in CallActivity if the
current user is the primary user.
- Tweak CallReceiver logging so that methods can be made static.
