Check for FEATURE_TELEPHONY_SUBSCRIPTION for new SubscriptionMgr API calls.

A couple new API calls into SubscriptionManager were added for logging
and anomaly detection purposes.  These can potentially throw if
FEATURE_TELEPHONY_SUBSCRIPTION is not present on the device.

Test: Logging only fix.
