DO NOT MERGE Check PAH in addNewIncomingCall 

Check to be sure that the PhoneAccountHandle in addNewIncomingCall
corresponds to an existing registered PhoneAccount in Telecom and that
the PhoneAccount is enabled. Otherwise, throw a SecurityException.
