Fix reconnect fail when connected 

[Root Cause]
some device may have problem in reconnect flow, need we initiate connection after signalling timeout

[Solution]
Do IOT handle: ignore disconnect before signalling timeout

Bug: 270519700
Test: atest net_test_bta pass
