Refactor IntentReceiver class and use Builder object to update

This patch has the following modifications:
- Refactor IntentReceiver class to use the complete Builder, instead of just intents.
- Update pairingTest and other tests class to use registerBuilder function for all testStep functions where parentIntentReceiver needs to be updated.
