Replaced Telephony logs, getOperatorAlpha, compareLoosely

Rlog was used only to pass LOG_ID_RADIO to Log, which
should only be used by Telephony module.
GetOperatorAlpha is hidden, replaced by long and
short (same as original but a bit longer).
CompareLoosely is unsupported and hidden, replaced
with areSamePhoneNumber, new method for comparison.
