floss: adv: Handle StopAdvertisingSet when suspended/ing

Chrome may call StopAdvertisingSet when Floss is already in
suspended/ing states, but the current API is not able to notify Chrome
of the failure/rejection.

As a short-term fix, queue the stop advertising requests in Floss and
do stop them on resume.
