Find and capture cover art BIP PSM and send it to Java/JNI

Test: Manual, ensure that PSM sent from remote device (indicated by
wireshark traces) matches the one found and communicated up the stack.
Make sure devices that *do not* support cover art do not communicate any
PSM up the stack.
