Add interop for SetAddressedPlayer reject notification

Once an AddressedPlayerChange notification has been sent,
the target device should reject PLAYBACK_STATUS_CHANGED,
TRACK_CHANGED, PLAYBACK_POS_CHANGED and
NOW_PLAYING_CONTENT_CHANGED notifications for completion.

Some carkits don't handle it properly and will loop in
setAddressedPlayer as though it was rejected. we need to
have an interop for those.

Note: this change is not directly flagged but should be
considered as such because this part of the code isn't
reachable without a flag enabled.
