leaudio: Remove unnecessery CCC write on each reconnection

Bonded peripheral device shall keep CCC so there is no need to
subscribed every time.

In allows to decrease reconnection time during streaming.

Note: We keep single CCC write to the control point mainly to have
chance to receive DATABASE OUT OF SYNC response as early as possible.
