btm_ble_multi_adv: Check data length in HCI interface 

For BleAdvertiserVscHciInterfaceImpl and
BleAdvertiserLegacyHciInterfaceImpl, the maximum size of scan response
and advertising packet data length should be BTM_BLE_AD_DATA_LEN (31).
