Call bta_dm_sp_cback if BTM_LOCAL_IO_CAPS == BTM_IO_CAP_NONE

Without bta_dm_sp_cback, bluetooth.h platform API does not function
correctly when BTM_IO_CAP_NONE is set.
- bond_state_changed_callback is never called
- get_remote_device_properties returns nothing
