VC: Extend RemovePendingVolumeControlOperations to accept opcodes

Change name to RemoveNotStartedPendingOperations.
Method now accepts an argument specifying the opcodes to be removed.
If the argument is empty, all pending operations will be removed.

Clear all pending, unstarted operations when device information is
cleared, rather than only those not affecting the mute state.
