Test L2CAP LE socket creation and createBond concurrency

- Make Remote device non-connectable over LE
- Initiate LE socket connection from DUT to Remote device
- Initiate LE pairing from DUT to Remote device
- Start LE Advertisement from Remote device after few seconds

Expectation: LE connection should be created and LE Pairing should succeed.
