Fix LE Bonding

This patch fixes wiring of UI callbacks around bonding LE devices. These
are not used during cert tests, and got broken some time during the
development.
Default value for IO capabilities is also changed for convinience of
manual testing. After storage is implemented, it will be obtained from
config file.
Use logging from libbase - in stack logging doesn't work in shim for
some reason.
