Pre-compute the RTP Header Marker Bit by using the correct peer address
The RTP Header Marker Bit is computed by using the peer address to lookup the corresponding codec instead of using the codec for the current active peer. Also, the pre-computed result is stored in the SCB for the peer instead of storing a pointer to the current codec config.
