Start Stream with Low Latency if Supported by BT Device

If AUDIO_LATENCY_MODE_LOW is one of the supported latency modes for the
given Bluetooth device, the call to start the stream will always use the
low latency mode.

This will influence the codec selection in the BT stack and will limit
the amount of codec switching that occurs for a given BT device.
