Indicate support for controller cover art feature in SDP record

Test: Inspect SDP record of controller device using linux sdptool --raw
--bdaddr <device-mac> 0x110F and check the 0x0311 attribute for bits 7,
8 and 9 being set to 1, 1, and 0.
