Implement Required Spatial Audio Stream Out APIs

This provides an implementation for the three audio_stream_out APIs
required for spatial audio streams.

The three APIs are:
- set_latency_mode
- get_recommended_latency_modes
- set_latency_mode_callback

These APIs are defined in:
hardware/libhardware/include_all/hardware/audio.h
