Upgrade debug messages to info for start/stopGattProfileService() and start/stopScanController().

This information is crucial to see if the flag for scan_manager_refactor has been enabled correctly but is missing due to Bluetooth verbose logs being disabled by default. This upgrade to info change should help us moving forward.
