Gd+RootCanal: Fix errors found in cppcoreguidelines-pro-type-member-init

* Apply automatic fix by adding --fix flag to clang-tidy
* Add manual fix to gd/packet for generated packets
* Manually fixed a few places that were incorrectly fixed by clang-tidy
* Add NOLINT to Address and ClassOfDevice as their constructor cannot
  initialize their members since they need to be POD types
