pdl: Decouple ‘pdl’ from ‘bluetooth_packetgen’

This removes the tests which do a bit-by-bit comparison between the
output of ‘pdl’ and ‘bluetooth_packetgen’. We do this because there
are known errors in the ‘bluetooth_packetgen’ output which we want to
correct in ‘pdl’.
