gd/hci: support 3 advertisement monitor commands in msft

This patch supports 3 Microsoft advertisement monitor commands, i.e.,
MsftAdvMonitorAdd, MsftAdvMonitorRemove, and MsftAdvMonitorEnable.
A SupportsMsftExtensions function is also added to indicate whether
the unerlying platform supports Microsoft Extension or not.
