Remove active device handling for HAP devices

LE Audio devices are represented as single LE Audio device and there is
no distinction for LE Audio Hearing Aid vs LE Audio device in term of
active devices. Both of functions are represented as single LE Audio
device.

Available device doesn't mean that service is connected or LE Audio
device is active. This would lead to not activating LE Audio devices
which become connected, active after handling HAP Available device.
