Bluetooth reset observed as invalid lcb accessed

Steps to reproduce: |-
1. DUT pair/connect with Remote earbuds

2. Turn OFF BT

3. Factory earbuds so that both earbuds in-case now

4. Turn ON BT

5. Earbuds out-of-case

6. From DUT pair with earbuds again > Pairing failed and BT reset

Repro rate:  1/10 times

Observed result: Pairing should happen with two earbuds

Root cause: when LE disconnected LE lcb not reset

Fix:  reset and release LE LCB after disconnection
