Make AVRCP Controller error resolution activity accessible when driving

AVRCP Controller's Media Browser Service provides an error resolution
activity for when no devices are connected. This serves as a jumping off
point in "actual" Settings, where the user can pair or connect a device.
This change marks this activity as driving optimized, so its accessible
when driving. This matches the car flavored Bluetooth Settings
accessibility too.
