Initial implementation for AdapterSuspend

AdapterSuspend listens to Display state changes
and configures the Bluetooth controller to only allow
wake events from bonded Bluetooth HID devices.
This ensures that the system can be woken up by Bluetooth
while minimizing power consumption.
