Implement min_connection_interval, max_connection_interval,
connection_latency, connection_supervision_timeout,
direct_connection_timeout, connection_scan_interval_fast,
all connection_scan_window_fast sysprops,
connection_scan_interval_slow, and connection_scan_window_slow
