RootCanal: Set HCI Version in controller_properties to 5.3

The previous version set in this file was
"Bluetooth Core Specification 2.1 + EDR" (4) which is a
withdrawn version not reflecting the features of RootCanal.

This was also causing some issues with some tests in the
PTS with "HCI Version Error".
