leaudio: Early offloader notification about stream release

With this patch, SuspendForReconfiguration call, which is for audio HAL
is done just after state machine accepts the Stop request.

The goal is to stop send CIS data when Release command is sent.
Should help in handling reconfiguration scenario to avoid sending media
stream on conversational CISes.
