Second pairing attempt with LEA enable phone fails

Steps to reproduce: |-
1. On REF phone enter BT Settings UI (Inquiry Scan enabled)

2. DUT from BT Settings pair with REF phone

3. Pairing request dialog pop up but not accept it, wait till timeout

4. From DUT start pair with REF again

Expected result: Devices should pair over BR/EDR transport

Observed result: Observe DUT will recognize REF BDADDR as BLE Addr and start BLE connection request,
                 which will fail (since REF didn't start any BLE adv);

Repro rate : 10/10 times

Root cause: DUT starting pairing as remote not there in br/edr inquiry db and its LE audio capable

Fix: check COD of phone and start bredr pairing
