Add fuzzing for rest of interfaces on hci_layer

Add support for View::FromBytes to simplify test logic for all types of tests.
Remove duplicate event types in acl_connection_interface.

Can't test security yet, due to conflict between acl & security on who
gets encryption change events.

Test: fuzz/run --host bluetooth_gd_hci_fuzz_test
