Call onReachabilityFailure callback on networkstack-aidl-interfaces-v13+.

The ReachabilityLossInfoParcelable parameter in this callback can
be used to tell wifi the specific reachability failure event type
such as NUD failure due to L2 roam or organic probe or Wifi RSSI
check or DHCP roam failure, then WiFi takes corresponding actions
for different situations.
