Add visibility for packages/Connectivity tests

The tests are moved from frameworks/base/tests/net to
frameworks/base/packages/Connectivity/tests, so they can be moved to
packages/modules/Connectivity/tests together with the rest of the
module.

Add visibility for the new locations.
