Extend ResolverParamsParcel for DoH information

1. Add DohParamsParcel.aidl used for DoH configuration parameters.
2. Extend ResolverParamsParcel to carry a nullable DohParamsParcel.
3. Run `m dnsresolver_aidl_interface-update-api` to update the AIDL
   interface.
