resolv_service_fuzzer: add dlopen dep explicitly

Force the dep to be packaged as part of the
fuzzing build.

Test: resolv_service_fuzzer (note: I was not able
  to repro the error locally, so we would need to
  wait for infra to try if we want to go this
  path)
