[DO NOT MERGE] Placeholder to avoid using quiche 0.17.1

Because Rust version in tm-mainline-prod is 1.59 and quiche 0.17.1
requries Rust 1.66, it's not feasible to upgrade quiche to 0.17.1
in tm-mainline-prod. This commit is used to avoid the upcoming
changes of upgrading quiche 0.17.1 from being merged in
tm-mainline-prod.
