3736-Q-Set_voice_input_key_preference_default_false

Description

As Project Elvira is not implemented yet and to avoid confusion for new users, disable voice input key of Android keyboard as default.

Test environment

• Build os against 3736-Q-Set_voice_input_key_preference_default_false FEATURE_BRANCH & v1-q BRANCH_NAME

Test procedures

• make a fresh os install
• click on any editText & open AOSP keyboard, check voice key button is not showing.
• go to Settings/System/Languages&Input/Virtual Keyboard/Android Keyboard/Preferences/, check Voice input key on disable state
