Remove double high-reversed-9 quotation mark

Because current DroidSans font lacks double high-reversed-9 quotation
mark '\u201f' glyph (Bug: 4368421), this change remove it from symbol
keyboard popup mini keyboard. This change also removes corresponding
double low-9 quotation marks as well.
