Fixed work profile applications permissions ui

Fixed work profile apps not having the proper badge shown, and improved
stability of PermissionGroupLiveData

Fixes: 139191768
Test: On a phone with a work profile, go to the permission controller,
and attempt to view the permissions of an app with the work profile
badge. It should display properly.
