Temporary: Use reflection to call IconDrawableFactory

IconDrawableFactory#getBadgedIcon is an internal API. Use reflection to
call it.

This will allow us to make the Permission Controller compile against
system-api in the future. This is required to make it a mainline module.

This change can be removed after bug 115891474 is fixed.

Test: Looked at Permission Controller UI that shows icons
