Parallelize data gathering of RuntimePermissionsUpgradeController#onUpgradeLocked

Before we waited for each group to load sequentially. Now all the data
is part of a single live-data, hence it is loaded in parallel.

Test: Created new user and saw about a 50% reduction of the runtime of onUpgradeLocked
