Handle special location perms from app info

Ensure you can't visit the location provider or extra location package's
location AppPermissionFragment from their app info page

Test: Navigate to "all apps" in settings, "show system", then click on
Google Play Services or Google Location History, click on "permissions",
then click on "location". It should not take you to the
AppPermissionFragment
