Fix an issue with HF connection.

Use case:
1. Connect two headsets HS1, HS2 with Multi hf enabled.
2. Turn off BT on Phone and HS1.
3. Turn on BT on Phone and HS1 at the same time.

Failure:
HF connection fails for one of the headsets.

Root cause:
A2DP and HFP are connected with HS2. When HS1 is turned on,
it initiated only A2DP connection with Phone. When Phone tried to
connect HFP with HS1, we saw there is already one HFP connection
with HS2 and exited without attempting to connect HF also with HS1.

Fix:
When attempting to connect HFP or A2DP with headset, check
if profile level connection per device.
