Enable checkstyle preupload hook for all Java files

* The checkstyle.py tool performs more strict style checking
  for Java source code than clang_format
* Enabled for Java source files in src, lib and tests
* Disable clang_format style check for Java
* Added Intellij_Code_Style_Bluetooth.xml, the configuration used in
  automatic code formatting in Intellij
