Bluetooth: Changes for implementing LPP

This patch includes changes for implementing the Low power
proximity features. Also, it adds a new Adapter Service
for accepting upstream and downstream requests to and from the
parallel Bleutooth Adapter, created for performing specific
LE tasks.
