OPP: Reduce sleep time to 10 MS

Use case:
1. BT on / Off during SNS test

Failure:
ANR in com.android.bluetooth

Root cause:
1000 ms sleep API is executing when screen is turned off
which causing ANR during stability test.

Fix :
Decrease sleep time value to 10 MS to avoid ANR
