Bluetooth: Changes for implementing LPP and extended LE scan

This patch includes changes for implementing the Low power
proximity features and ability to perform extended LE filter scan
based on service UUIDs. Also, it adds a new Adapter Service
for accepting upstream and downstream requests to and from the
parallel Bleutooth Adapter, created for performing specific
LE tasks.
